I, for one, am glad we finally have a president who can speak intelligently and with some elegance, and who displays intelligence and knowledge whenever he opens his mouth. Bush went beyond "tongue-tied." His lack of intellectual power was confirmed whenever he opened his mouth. He was an embarrassment. It's only your already displayed hatred for him that prevents you from seeing the eloquence.
I prefer knowledgeable loquacity to tongue-tied ignorance.
