The Heritage Foundation has a nice paper that reviews where we’ve come from since the Republican Revolution of 1994, and where we have yet to work on welfare reform. Well worth a read.

If increasing the minimum wage isn't one of the suggestions, then I can only assume that the Heritage Foundation has absolutely no idea what they're talking about.
Sam, I used to have a similar opinion, but I’ve come to realize that an increase in the minimum wage is by no means guaranteed to increase the earning power of its recipients. That is to say, the true cause of low earning power isn’t the lack of regulatory coercion, so amending that coercion is unlikely to be a long-term solution to the same problem.
